v1-6: See 42.16, a district for the Lord Himself, a holy portion. Only after setting this aside for the Lord is the land then divided amongst the tribes.

The Holy Portion, containing the Sanctuary

    The city ; belonging to Israel

v7-12: The portion allotted to the Prince, or the princes, provides a lesson for the existing leaders of Israel, and condemnation of certain past leaders, who had oppressed and abused the people. The vision of the land and the city was designed to shame the people into repentance.

v13-17: The people bring their gifts to the Prince for the offerings. These verses provide promises and encouragement for the people that they might approach God once more with confidence.

v18-20: The sanctuary to be anointed and cleansed, with the priest taking blood from an offering to do so. The people bring their gifts to the Prince for the offerings. These verses provide promises and encouragement for the people that they might approach God once more with confidence.

v21-25: Only two Feasts mentioned, the Passover, and Tabernacles; looking back and looking forward.
