Bible Notes Online - Numbers 24 - ESV
Commentary

v1-2: Previously, Balaam had used sorcery in bringing his prophecies. This time the Spirit of God came upon him. Like Saul, he sometimes spoke by the Spirit of God, and sometimes he used false means to try to manipulate God.

v3-4: Balaam has a different authority this time; compare Eliphaz' words in Job 4.12-16. He used the same formula in v15-16.

Although Balaam proclaimed the truth, his life was not committed to God; he became an involuntary servant of God; compare Prov 11.22, where words and life don't match.

'Thus there was no spiritual light in Balaam; though he had the will of God immediately suggested to him by the Spirit of God from time to time, concerning the way that he should go, and what he should do and say.' (Jonathan Edwards, Religious Affections)

v7: See Jer 48.45.

v8-9: The people chosen by God would be victorious over their enemies.

v10-14: Not surprisingly, Balak was angry, particularly by this third prophecy. It seems that he recognised that Balaam had not used sorcery, and that this message had special authority.

v17-19: Balaam declared a vision of the future, "not now...not near". See also Jer 48.45 of Moab. But Balaam's vision is wider, as he speaks of Jesus Christ, the ruler from Jacob. He will crush nations (Ps 2.8-9).

v20: Amalek, a nation of some profile, would be destroyed; this was fulfilled in 1 Sam 15.2-3.

v21-22: The Kenites were to be carried away captive.

v23: God's will cannot be frustrated.

v25: Like Judas (Acts 1.25), Balaam went to his own place. Both had put self first, although both had been used by God. Both deserved and received judgment.
