Commentary

v1-2: The vision of the scroll, bringing a curse throughout the earth.

v3-4: Theft (1 Cor 6.10) and false witness (Rev 21.27); often justified by the world, or treated as 'minor' sins; but God condemns them. God draws the line between good and bad.

v5-11: The woman in the basket, Rev 17-18, "this is wickedness." The city of Babylon in the land of Shiner, built upon wickedness; its power, in Zechariah's day, and in the future, is ordained by God.

This city is opposition to God, and to His people; ultimately it is restrained and then destroyed by God.
